Can You Still Modify Unmodifable Vehicles?

Just because you can now put the wezeal news vans in garage and they have the same modifications as the dune buggy and I just wanted to know

Depends what vehicles you have in mind. A lot of vehicles can't be modified through GTA Online but with a Save Editor, more than likely yes.

Through the Dave editor and sp-mp. Some cars don't save upgrades though

If you got your hands on a save editor you can modify it.

It would make peoples garages different that others. Rockstar. All vehicles should be customizable. Land, air, and sea.

Yeah I don't get it, our characters murder hundreds of people, jack cars, and somehow storing police vehicles or taco trucks is crossing the line?
