OP you'll find another one. I think R* updated the code as far as the spawn rate, I've been seeing them allot myself. As others have said by the Prison, Sandy Shores, Railyard Survival, I have seen them also in Paleto Bay area.

OP — do you exit back to GTA V or quit the game? You have to make sure you do the former otherwise your data won't save into the Rockstar Cloud.
