Can't Create Playlists or Play Bookmarked Playlists -Xbox 360

I'm unable to create playlists in GTA Online. I go to Online -> Playlists, but when I get there, the option for "Create" is greyed out. I also can't seem to play bookmarked playlists. I bookmarked them on the website, and they appear online under the "My Bookmarked Playlists" option. But when I scroll down and select one of them, I just get the spinning circle and have to hit B to back out. Nothing seems to load.

 

I can create my own race and can run that online, but can't seem to create my own playlist or join any other playlist that was created by someone else and that I bookmarked.

 

Any ideas?

The same thing is happening to me. I've been unable to play any of my bookmarked playlists for the past several days. -sighs-
