Sometimes I see threads about overly beaten dead horse topics that are never locked. Other times I see threads that are a few notable degrees different from a thread two weeks ago, and it's locked because "it's been talked about before"... Creating a new topic ensures that your points are read and responded to...and it's not always as simple as "sexiest mask?" etc. There are more complex topics such as how R* could/should resolve an issue or improve upon something. Judgement plays a large role when moderating an internet forum, and not everyone would make the same decision(s). For example, threads get moved if they are not in the appropriate section, e.g. if there is a thread about the next GTA game in the GTAV forum, then it will most likely get moved to GTA Series Chat. Well, at least that's what I would do. Someone else would lock it and simply refer to that forum. Threads only get binned if they are so hopelessly derailed and spammed that nothing can be done about it. Oh, and of course if the topic creator posted gore, porn, or anything of that sort. Not to forget members who are posting the same thread multiple times, deliberately create new threads that are spam, et cetera.
