can't ya just buy it now? but anyways, prob changed, got my first sultan at the prison, but have seen them at the airport carpark, and around paleto bay area

Sultan is a few of the cars that you can't buy...yet

Go to the parking lot at the prison, change your spawn location to last location and keep changing sessions. Trust me you'll find one fast enough, worked both times for me.
