Pegasus - all operators are currently busy. Call back later?

What's happening? Tried calling pegasus all day but keep getting the same message. Is it the same for everyone else?

 

Same for Mors Mutual insurance too

Sometimes I get that from Mors. I usually just leave it a while, go do a job and come back, call them and it's all good. Never had it all day though.

Question. Are you level required for the pegasus vehicle you own? One of my online friends was a low level and the only vehicles he had where the glitched buzzard and tank. When the last patch went through he couldn't call pegasus no more till I told him to order the speeder boat.
