Anyone else's wanted level not disappearing upon respawning?

What happened is you shot an officer so he was on the ground, and died. Upon respawning, the officer bleeds out, giving you three stars.

I'm not sure that's entirely true. I've been having this happen a lot lately. At least once I hadn't shot any cops, they killed me when I was driving away trying to escape and I died. As soon as I appeared I had a 1 star wanted level.
