Actually, the thread was locked for the simple reason it had been off-topic for many pages. It was taken on good faith that requests were being handled via PM but a number of members have said that wasn't the case. Since PMs are not transparent and the thread was not actually about duping anymore, it was unlocked and unpinned. A reboot is allowed as the thread was not closed as a punitive measure.
