Dogs waiting by simeon garage

Was playing today, took the car Simeon wanted and looked for closest lsc. Then see a guy heading towards his garage. I think surely he won't be doing a dog move. So I go spray the car and he waits at the garage. So I drive almost all the way there and spot a jump in the highway just near it. So I sit there for ten minutes talking to the wife till he gets bored and comes for me. After I take the car there, he tried to shoot me so I go straight into passive mode then he tried to run me over so I jump on a wall.

 

One of the worst dog moves I've seen.
