If they ever were to do a Rick Astley, somehow I don't think they'd ever pick Never Gonna Give You Up, even if it's related to GTA in a way (fun fact: the first known Rick Roll was a guy on 4chan who claimed to have a working link GTA IV trailer and linked it to Never Gonna Give You Up), it's just that everyone and their dog has heard it a million times by now and it's pretty much been run into the ground for a few years already.
