Hitch Lift won't spawn... (The businessman at Chumash)

So I'm trying to get the hitch lift where there is a businessman who wants a drive to the airport to which he gives you advice on the stock market.

 

 

I've beat the storyline and I never encountered him before, my Social Club checklist confirms I never met him.

 

I know his exact location yet I've done multiple loads, drove there in different times of the day on different characters at least 25 times now...

 

 

 

How do I get him to spawn?

Well, he doesn't spawn that often for me as well. But I went there at midday, as Michael, and he spawned.

It is one of the most uncommon random event, but you'll get it eventually.
