How many underaged characters can you name in the GTA series?

The only one I can think about is that baby from VCS. I googled to check the ages of Michael's children just in case and it turns out they are 20 and 21. Have there ever been any underage characters in the series?

Oh right, and I also just remembered some girl from GTA: Advance. I should check again in the wiki but I think there was a mission in which you have to pick up a teen girl from school, I think she was Asuka's niece.

Edit: yeah, her name was Yuka. It's not clear if she's an adult or a teen but she goes to high school.

Like OP said the one that comes to mind immediatley was the baby from GTA VCS.

 

I had no idea that Jill Von Crastenburg was a minor though. I always assumed she was 18 or so.
