That ability came with the Business Update. You can buy them online now too.

Didnt know you could customize one ...other than livery or paint I stole one a few weeks ago but when i went to the mod shop, the only thing i could add or change was the color...no visual upgrades or Performance upgrades

 

What upgrades are available ....

I didn't try one out, but one would presume it has all the same options as the livery version plus getting to paint it rather than just change livery.
