There are numerous areas where they spawn, many along the edges of the map. Like the area shown above. Check around 16:00 Game Time

Beach on NW corner of the map just north of the large bridge. The clean surfer spawns there too.

Check around Trevors pad, ya'know, that hillbilly area. You're bound to find one there, I'm certain.

Not entirely sure if the light house is near here, but it is on the eastern coast, yes. There is also a location on the opposite coast, near Fort Zancudo.

It is the dirt road next to the entrance to the noose hq,

and the other one by zancudo is you drive past zancudo,

over the river bridge and just to the right there is a dirt road which leads to the car park where that easter egg is on story mode where you find the shoot out and a briefcase,

drive past that car park and take the next dirt track to the right,

follow it down under the bridge and you will come to the beach with clean rebel and surfer.

Finding one like this naturally is impossible. However, you can request it as a modded variant over in the Xbox or Playstation Dupe/Request threads that fits your desired criteria. If I remember correctly, there are 11 different variants, all of which are previously logged in the Vehicle Body Styling Database.

Look here. Sometimes there are 2 or 3, along with a clean BF Surfer (with surfboard!). Turn down that little road, but instead of following it, immediately drive to the left down the hillside. There is a party beach scene, and the clean Rebel spawns along with Sandkings, Sadlers, Bisons and RVs. If you drive south once on the beach, to the underside of the bridge, one occasionally spawns there also.
