Right, gonna respond for real.

I don't know. I've always thought you had to wait 48 minutes or so for each car, never thought PV's would be different. So it used to work and now it doesn't? While I wait for the cooldown, I just do missions then between those I sell a car on the street or one I don't need. It's a great money-maker.
