tried to promote them too commissioner i have one commissioner but i want too promote another and it wont let me

well im not the boss of the crew im a commissioner but i wanted to promote another one of my crew mates to commissioner because my friend who is boss forgot his password for rockstar social club

I am the boss of my crew and I believe you can only promote to the rank below you. Not completely sure though.

Yup only the crew leader can promote someone to commissioner, commissioners can only promote ranks beneath them.
