NPCs with guns... has this changed?

I don't know if this is something that I just never noticed or it's something that changed with 1.11... I've seen many NPCs get out of their car and retaliate with hand guns when I've fired on them. And this isn't in the underbelly of Los Santos.. this is near the golf course and del piero heights.

 

Anybody else noticing this?

Surprised the citizens of Los Santos didn't arm themselves sooner... the streets are hella unsafe, if tanks were rolling down my block on a daily basis, I'd be strapped too

It won't be long until you jack an NPC's car and 5 minutes later he's chasing you in his tank.

Either this is new or you should stop playing Postal 2.

Been happening for awhile, especially after you rob a store.
