Backwards makes the driver pretty much unhittable by bullets. It's not so petty an annoyance as you described.

I'm gonna have to go with tank griefers, because 9/10 times they'll respawn in passive mode after their tank is destroyed. So many pussies in tanks. It feels awesome when you steal their tank, they respawn in passive mode and you continue to run them over until they leave.

Chrome is not really annoying. But tank griefers are often unavoidable and the other two can be solved with a simple mute.

Why do you need a reason to shoot someone in GTA? If I feel like shooting people, I'll shoot people. Defend yourself, or go to passive mode.

Run away from a car? Dial lester and wait for that process? They drive up in reverse, shoot, kill and leave... like a mosquito with malaria, they are small, their bite isn't really noticed too much, but after a while they really make you sick.
