Just do it by yourself. It's not hard. Even on hard difficulty. I hate waiting for players to join only to leave. Just start menu select job start. 18750 within 5 mins. Easy

Quick question, im only level 23 and I have played this walk-in-the-park mission a couple of times.

 

But I cant host it yet, or pin it to my map. Is this because of my level?

 

Or is there a way for me to pin in to te ingame map or something?

It requires LV75+ to start.

 

That is because Rockstar screwed up in development and accidentally switched it with another truly hard mission 'High Priority Case' (which wrongly requires only LV25). This is why it's so easy for a high level mission.
