For the same reason you can't fit 5-6 people in a 4 passenger car/SUV or 4 people in a 2 passenger car.

 

Want to fit more people - get a Luxor or Shamal.

 

Vestra is fine as is.

I seem to remember a rockstar publication that said "use the Vestra to pick up hookers" or something to that affect.

Unless the Hos can fly it implied that it seated more than two people.

It doesn't imply anything. You can't pick up a hooker if someone else is in your vehicle anyway. Therefore you have to be by yourself to pick up a hooker. That means you only need 2 seats.

I got on sp one day and I saw sentinels driving around with the top down and passengers in the backseat. I stole one and the people in the back seat couldnt get out and was screaming the entire time. Its coded for 4 people, just there is no way to get 4 people in there.

Firstly , we are talking about an airplane, not a car.

Secondly, I was referring to what they said, not how it works in application

Also, the s and the end of the word hooker means there is more than one(plural) which would be a minimum of 3 people.
