Enemies invincible on Teaser Trailer?

Apparently, even on Normal difficulty, enemies are invincible, even with headshots. They hardly ever flinch until they die from being shot 50 times (headshots included) or being blown up. Honestly, I don't recall enemies being invincible post-patch, and Rockstar Games needs to not make enemies invincible for Teaser Trailer. There are other missions where enemies AREN'T invincible.

When I played this mission ac couple times a while back, I ran into the same issue, on this mission. They're very difficult to kill for some reason. Idk why. On any other mission on hard, the enemies are still easy, even though they take more damage. But on normal on Teaser Trailer, it's very difficult.
