Options exist but not available to us

One thing I don't understand is why there appears to be some options that exist in GTA but are not made available for use.

 

One example is with the new Roosevelt car. People using save editor can remove the spare tires and luggage compartment. Why isn't there an option in LSC for us to do this if the functionality exists??

 

Another case could be the NOS Option for cars.

 

Anyone have an opinion?

Off-topic, but regarding the LSC mechanic. I noticed any time I go into LSC in SP now that I've completed the Epsilon missions, he only says, "Kifflom!," when I drive into the garage with MIchael. Thought it kind of interesting that he's been programmed to identify mission progression and then say that.

Because when they do a future update for LSC DLC they will need to have additional options available for a lot of vehicles.

As someone who works for a video game company; the reason things like this usually exist is because of bugs. I'm not saying this is definitely the case here, but many times it is.

 

What happens is that a feature is put in, and has some really bad bugs associated with it. If the potential fix is extremely risky and it's getting close to the Ship Date, the decision might be made to "block" that feature from being available. Many times, this is fixed and tested without the threat of a ship deadline once the game is in stores, and added in later once everything's stable.

 

Trust me, I've seen this MANY times. If it's not that; it's "preliminary" files that will be used for future DLC. DLC isn't always only worked on once a game is completed. Often, at least parts of it will be created alongside the full title, but not made available until it's released separately.
