THIS IS UN-CONFIRMED. but i heard three modders talking in a free roam lobby talking about using a new usb mod to turn off the cell phone off. i cant remember the name of the mod or program and i didnt have my mic plugged in. if you heard anything about this post below. i wish i could remember the name!
