I am not sure about all vehicles... But for the five vehicles I have tried the twin turbo option on I didn't notice any change.

I tried it on the mesa offroad, the bf injection, the tornado, a Nagasaki blazer and a sultan.

 

I did drag race the injection and tornado and saw no noticeable advantages. I have not taken the sultan around the map nor have I tried a drag race.

Does anyone have a list on what vehicles this whole twin turbo phenom circles around ?
