After you make the vehicle, block, extract the psin file, open it with hex editor. Once you have hex open search plate name. A pile of numbers will show up highlighted on the line of the plate. Change the last set of numbers just before the highlighted ones to a 05... Normally it will be 01 yellow on black plate.

 

After that block, replace psin, save and close.

 

Then just don't hit max upgrades as it will default the yellow and black plate.

Same reason the Buffalo doesn't spawn online despite the fact that it had leveled mods (eg carbon vented hood at level 41).

You need to drive a car in there with bulletproof tires, save the game, then change the car into a bike using the save editor. Load up the save and you have a bike with BP tires.

Yes, have a BPT car in your garage and swap to the bike,if you can't make it work, tell me the bike you want and I'll do it

get a car off the streets then take it to lsc put bulletproofs on in take it to your garage save the game. copy the game save to usb then open with the save editor and replace the car in your garage for the bike then save and copy it back on to ps3
