Stockings not staying?

For some reason every time I load up my second character (female) she's wearing shorts and shoes instead of the stockings I put on her. It happens every time. I vaguely recall the stockings switching back to shorts and shoes while still in game, could have been while leaving the garage or going into lsc. Anyone else experiencing this? Maybe there's a fix?

The only Clothings my Character likes are White cargo Shorts,a Hoodie,LS Cap and Sunglasses but everyone wears that because it's "cool".

All the male characters look pissed when changing clothes.

 

Changing glasses with females is hilarious because they get so damn excited.
