Yeah she is chasing us riding Police bike at the end of the mission.

No, they've always been there. In SP they hang around the Police Station near the LS River and the Sandy Shores Medical centre

Female cop sometimes spawns at Sandy Shores Sheriff Depot

 

Female cop always spawned on the bike in chopper tail.
