I only have one character so I can't confirm it, but I thought all characters share the same bank account so that wouldn't explain it. Also if they have no money how did they pay $200.00 to call it, unless they beat up civilains and take their cash until they reach that amount? However, if one character is carrying all the money in cash, the second character doesn't have access to it, so that's why. And yup, I agree! Players who do this should go negative.
