Health not regenerating?

Me and a friend were doing some shootouts with other online players and noticed how our health bar was not regenerating unless we ate a snack. Has anyone else noticed this?

Could be an attempt to get rid of godmoders, as they speed up the health replenish to become like that

 

And it only replenishes when u take cover or stop running.
