I just set fire to a Coil Voltic (electric car that doesn't blow) and put it out with the Fire Truck. It worked fine, but only in the side of the car. Anyway, if you have a modded console you could try changing name of the file vehicle_generic_burnt_int.dds to replace something else in vehshare.ctd/.xtd, or even to a livery in whatever specific car's texture .ctd/.xtd file.
