Regardless of join date he has 1 post, which means NEW. Besides, moderation 101 states you lock a topic and not delete it to inform people of why a topic like that got locked. For example if someone advertised their website, it gets locked but not deleted. You should only be deleting topics if they are in some way harmful to the forum, if they include indecent images and content that it is easier to delete the topic than edit the post.
