Everywhere, pretty much.

 

Get in any 4dr and they will spawn like crazy.

go infront of the sandy shores LSC, switch sessions until they start passing by as traffic

 

 

 

or, invite only session and drive in and out of that lsc until they spawn. you must be alone for that to work though
