How are the vice city stories artworks done?

I've been trying to make some gta style artworks here is the first one its bad, I was trying to do it quickly in photoshop but I gave up trying because it was taking long and I got bored- it's big so I'll link it http://i.imgur.com/G2EuEK6.png

 

I gave it another try today doing it a different way and I got a lot more done and I think I improved a lot, but I gave up on this one too- http://i.imgur.com/sTfMnqs.png

 

I don't like how it looks, Is there any good tutorials on how do do it properly because I'm just guessing and how long would it take to finish a proper one, would it help if I bought a graphics tablet?

Looking at 3-era art images, You can see that they use a very small palette. Skin has like what? 3 different colors, then some other colors for clothes etc.

Drawing tablet sure helps lot if You are going to draw from the scratch. I would copy a color palette from one of the Rockstar's image. Then draw the character, without using gradients. Your aim is to get a simple look. Again look at the artwork images, simple yet beautiful. Once satisfied, I would vectorize the character for final curve/path editing.

I've been trying different things and started doing a max payne one today, but it still isn't that good, it needs more shading and the gun needs to be coloured, but I think I'll just start a different one if I cant get this one right.
