I know if you have a wanted level it stays on.

I think I've done it a few times without a wanted level, but I think it's more of a glitch than an intentional thing.

another method is to fire any weapon. then get in the car and turn the engine on. get straight back out and it stays on.

 

need to get the timing right though

 

i use my silenced pistol to avoid a wanted level

Ever been to a car meet?

 

Exit vehicle. Shoot gun in the air. Enter your vehicle, and quickly get out. You should be in a combat mode and you won't turn your vehicle off when exiting
