Online player visible on map but they're not on Lesters list.

I was trying to put a bounty on some player for being a git but when i ring Lester to place the bounty, the players name isnt on Lesters list so i cant set a bounty. Anyone had this or know why? ty

Were they a very low rank?

I don't think you can set a bounty on players if they're too low of a rank.

Possibly in a mission lobby waiting to launch or they were in passive mode

Passive, mission, or low rank. If the player themselves cant put bounties on players then they cant have bounties on them, nor are they able to see that someone has a bounty

Nah i have seen a lot of people put bounties on passive guys.

It definitely is the Rank. I guess its 10 and below.

I have seen this before. I was being massacred by a guy in a fighter jet above but he wasn't on the player's roster when you press right on the D-pad and he wasn't in the map. Invisible glitch, I think. You should report him to R* so he can be placed in the CP like the others.
