Hell, the remakes practically are new cities since they've been completely remade the way Rockstar has always imagined them. Like someone else said, I could totally see it being for Bully II or something. The first Bully was based somewhere in New England, I think some of it resembled New Hampshire I think. Even though it's highly likely, why would they invite a police officer for Bully? Seriously? Unless they are deciding to make it open world or at least the world of bully much bigger. And look what it got us. What kind of cops were they talking to? "Use overkill in every situation. I'm not saying with 100% certainty, because I can't, but I really do think that this is for the next GTA.
