I agree, but, as far as I'm aware, GTA IV is one of the very few games that seem to be overkill for all kinds of processors. It took several years until it was possible to run Crysis on at least 60 frames per second, you said, right? It has been over five years since GTA IV was released for PC and the framerate still dips to ~12FPS. The patches improved the game a lot, and it was far worse in the very beginning. However, it's still far from being perfect.

 

The singlethread performance of a typical, modern Intel processor is at least 40% better than the one of the old Core 2 Quad CPUs from 2009 and earlier. Yet there is no vast improvement in performance at all. The maximum framerate did in fact increase, it would be almost frightening if that wasn't the case, but there is little to no improvement on the minimum frames per second or the stability of it. Sure, it takes a bit more time on newer processors until there are very noticeable framedrops, but the problem has never been solved. This is often the problem of console ports: PC games keep the limitations of the console version, even if PC's are technically far superior and capable of more. Thankfully though, this won't be a problem in future videogames.

Except that part about 12 fps simply is not true. Even with every single setting at max my minimum fps is around 39. If I am more intelligent in my usage of the view distance sliders then I can raise that minimum up to around 55 or higher. Given another 5 years of cpu improvements namely by Intel then we will be at a point where we can brute force 60 fps minimums.

 

Unless we can get better low level control such as is the case with Mantle, cpu bottlenecking will always be an issue. I don't like it either but it is what it is.

 

And to the guy saying he can play Arma 3 on ultra and get like 50 fps minimum I call bullsh*t. My rig in my signature can't do "ultra" everything and get 50 fps minimum unless I pull all view distances back to a pathetic 500m. You wanna look an unoptimized piece of sh*t? Look no further than a Bohemia Interactive game.
