Exactly; all you're seeing is a snippet. Obviously Rockstar haven't added all the DLC code in there otherwise the whole thing would have been leaked. They can't push code that's unfinished from their development repositories into their master copy.

 

Expect more of Story Mode, and judging their ambitions, a lot more.

If this is legit, Rockstar should put thengclan in charge of what weapons should go in the game. MP40, Galil, ACR? Yes please. Shovels and wrenches? Eh, I don't use melee weapons much anyway.
