Character creation problem

When the DNS modded servers worked I participated in one and got boosted. After I realized the multipliers were way to high it glitches my character into negative rank and surpassed the cash limit. I know this was stupid of me but it happens but now whenever I try to creat a character I go through everything before the tutorial and then try to complete the process and it spawns me into the world of Los santos while there is no HUD or movement capability also my characters start with billions when not created yet. If there is any way to fix this please help me out.
