There should be no reason not to bring the tank to kill person with 1k bounty

There really should be no reason for certain shoes to not be wearable with pants... knee-high boots can't be worn with jeans, skater shoes can't be worn with skinny jeans (for guys).

 

Then there is no possible explanation to how endless SUV's come chasing after you in missions.

Fashion police disagree.

 

The NPC's highly disagree.
