His first call unlocks parachute missions as said above. Calls after that are to remind you to do parachuting jobs. What I have noticed is that when he calls one of the chute jobs will blink. What I have not tested is to see if that particular job at that time has any increase in rewards.

He's the most extreme dude ever he's so cool he has this guy who takes him to do all this extreme stuff and you have to do it with him. Like Parachuting and othe cool things like riding bikes. Alot of people don't like him because he's mostly a wanker but once you realise that that's just a side effect of doing extreme things he's actually quite cool and can't help coming across as a wanker.
