Is there a technique ? I can't find anything now, it was only spawning cars around you, when I was following you I saw multiple Stingers,Cheetahs and adders driving around the streets (and parked).

Because it is the only car you can put sticker in the car's body hence it is called sticker bomb car and it only spawn for once in the first mission from Lamar "Mall Or Nothing" tutorial race.
