I'm gonna say no - it couldn't. You'd need to mod the game for every person in the session. I imagine this would just f*ck the session if someone could actually force the mod onto the online version.

 

Amusing though. Almost amusing as the guy's voice.

If R* actually implemented this themselves into Online, yes It could happen, as was seen when It was snowing during Christmas in game. Other than that, no It would not be possible. I would assume the person who is running this mod on a non retail console would be the only one able to see what It is actually happening, everyone else that is on a reatil console would just see the roads as before. This would probably destroy to hell a public session If someone decided to use this and those who did not have a modded console would probably freeze, If not worse.

This would be a fun greifing method. Call in Tsunami, all FR players all of a sudden have a destroyed PV thats not charged to the glitcher. Remove mod and then go grief at the impound lot.

It clearly looks like it doesn't affect anyone other than the modded dude in that video. He never shows any other players in or under water. Besides, you couldn't do it as it's a local file that needs to be modified. That wouldn't have an effect on anyone else in the session.

local phenomenon, other players would notice the floating of the modded player however. Even if all players had the required mod, the effect wouldn't match server wide, so it would still fail.
