No, the marked police Buffalo did not spawn anywhere online. Someone brought one over using the SP to MP method of bringing vehicles over into Online from SP and eventually It just began getting duplicated around from one person to the other.

I blew up every space docker that came near me blasting that stupid horn. I also don't care about having a police car. I like to shoot the police not pretend to be them.
