I spent about 2 minutes in the spawn zone fist fighting my buddy before heading out to the street, I headed north just before the overpass and happened to look behind me as a Baller drove by. Seen this bugger turning south out of Lesters warehouse. Took it to LSC, cannot be modified. Anyway, confirmed that a plain model spawns in GTA: Online. There were others and even some weasel news vans. First time I've seen so many of each. Like you I tried to mod it, but it didn't work. Don't know why they do that, but its stupid.
