Can modder mod the max speed of his car?

I just join custom race for a title "ALOT OF MONEY TO RACE!!!" and there is a guy which drive with an Entity XF and boost speed at starting point very very fast and is like "VROOOOMMMM!!!" and we can't catch up with him and then he starting to troll with us by stop and waiting for us to bypass him, the next thing is he ram with my car from behind within a second and my car flipped to the sky and crash! and then he stop again and wait for us to bypass and then catch up behind me even i manage to ahead from him in a very far distance away and another ram from behind damn!!! crash again!!! this time he doesn't stop and straight to the finish line and win 1st, is this normal or a hack? This is happening in PS3.

This is what I thought to explain the first part. The rest of the post is kind of all over the place so I didn't get the whole gist there. Might be the teleporter, I've seen one of them the other day.

 

Was doing 'Through The Grapevine' with a total of 3 racers, SUV class. Me and the 'offender' had fully tricked out Ballers, black, and otherwise looked identical. Other driver had a random red truck, don't remember what one. First lap was a good one, but the guy didn't expect to have to race another upgraded SUV (he pulled the old switch another class at the last second trick). This race was one I'm really good at, and had used the SUV many times, so I knew when to break, when to slide, and when to hit the gas into the corners. He was keeping up, but getting frustrated and ended up pushing one of the corners too hard and I remember seeing a Baller fly off the hill and go rolling down.

 

We hit the second lap, and for more than half of it he stays behind, not pushing and is about 6 or 7 checkpoints behind me. All of the sudden, I come up to the next checkpoint and he's there, sideways in the middle of the road honking his upgraded horn. This continues for 'ever-single-checkpoint' until the one before the last. As I pass the finish line, I see him take 2nd at full speed, but the race gave me 2nd place instead. Guy laughs and says 'Good race, you almost had me.'. Yeah Nightcrawler, like anybody ever had a chance with you 'bamphing' all over the track.
