If you have a reason to talk about why X song is horrible, or want to talk about horrible songs in a given time period, then maybe. Even then it's still begging the question as to why make a topic about songs you dislike in the first place. Try to stay a bit more positive, or at least articulate your reasons for disliking something when you're making a topic dedicated to it.
