Can anyone solve this riddle? (not really a riddle)

So I hijacked a douchebags tank yesterday using Lesters off the radar method which was suggested here yesterday. Worked great! However what happened was as I was approaching the tank griefer he didn't realize I was a real player (plan was working so far). However what he did surprised me, he got out and got into someone elses PV that he had killed. Since he was out of his tank, I stole it at which point I killed him as he seemed to be trying to park the PV out of his way. So I blew him and the PV up.

 

I wasn't charged for the PV so my question is, was he charged because he was driving the PV at the time or was the actual owner who was nowhere nearby charged?

Me and a bunch of friends were racing and voted free mode. I know the car was my friends car as I saw him driving it before I got killed when we got into the room. Once I was dead I saw my friend was also killed. He left his car there to go get a tank while I went into "off the radar" mode to steal the guy who was griefing.

 

I know when you're driving a vehicle and it's totalled it's usually labeled as your fault if it's not your vehicle so I was thinking that might be the case here but I'm not sure.

 

After I stole his tank, 3 of my friends showed up with tanks so it was 4 tanks griefing the dude who had killed us when we spawned in the city and he probably couldn't call a tank since I was driving his. It was very amusing to kill him repeatedly. (the dude who killed us for no reason)

The tanks sometimes do have to pay but it's random and unusual now. Sounds like you got lucky.
