In this one the AI wait for the subject to stand still so he can give up, but the problem is that peds tend to run away if held at gunpoint most of the time. I saw a couple of cops who were almost hit by an NPC car, they got near the car and yelled to the driver for him to surrender, waving their guns signalling him to give up, the problem was. Driver was dead. Plus for those who don't know Meele assault in GTA IV gave you one star. In GTA V it gives you two. Thus (maybe) explaining why cops shoot people who hit you. Even if people don't behave, they shouldn't be killed. Otherwise, the death rate will increase and there will be natural decrease. Killing isn't a solution. No, you still only get one star for hitting people it just that the second star we get (for resisting arrest, same as IV) comes much much faster. Almost instantly. So I could see how you could've seen it that way. More on topic, I feel like R* were maybe parodying cops in SoCal, but if that's the case they went too far and made them too trigger happy. The cops out here will beat the f*ck outta someone too...just watch the news. It's that, or they didn't have enough RAM left over for IV cop AI, which seems more likely. There were a couple things missing like arresting peds and seeing more cops on patrol. I used to love looking around before breaking into a car because I knew I could avoid dumb stars that way.
