OGLuke
weren't the IAA a parody of the C.I.A? FIB(FBI] is beneath the IAA(CIA) they created a fake epidemic to spook americans into paying for more protection from their loving government, just like IRL politics. TheRealGraail
The thing is, when you point out any flaws with these missions, hardcore V fanboys always bring up the fact that Niko worked for the government too and how "unrealistic" it was. However think of it like this: - You've got the IIA hiring a (somewhat) young ex-soldier to perform a few simple hits and then bring down a helicopter. - Then in V you've got the FIB hiring a simple bank robber, in his mid 40's and out of the game for 9 years, to rappel down buildings and steal chemicle weapons from a secret lab. One I can actually see happening in real life, the other one I can't. I don't mind the whole wetwork missions (after all, GTA shouldn't be close to reality) but explain WHY Haines need this done and it might work. They don't bother. I think the entire intention of these missions was just an excuse for Rockstar to give us some stupidly over the top missions to appeal to the 3D era fans. The f*ck? it has to be a bit over the top...hat? you wnat to play a game where you do what? shop? go to the mall, hang with friends...do a couple of robberies...small one of course..come on..it's a f*cking game...bitch and whine somewhere else

Staten
We never find out why Steve Haines is using Michael, Trevor, and Franklin as wetwork guys versus actually using his own guys or Merryweather. It's not exactly that difficult for someone to snipe someone through a window. Likewise, it's not like Trevor is a particularly brilliant torture technician. The fact that the only other agent they brought into their scam turned out to be an infiltrator suggests why they wanted to use outside help, especially when the work involved attacking another agency, and - later on - their own. Alec Skorpio
Most of the heists should have had different motivations. -Jewel Heist should have stayed the same -Merryweather heist should have stayed the same as well -Blitz Play should have been orchestrated by Franklin purely for monetary reasons. As Mikes protege, he never really shows off that he learned anything, and the heist is simple enough that him being the mind behind it makes sense. Trevor would have taken part because he was still salty about getting nothing from the Merryweather heist. Mike would take part because his family has left, and he is using the criminal lifestyle to cope with it (could also be because all he has left is Franklin, whatever way you would want to play it) -The Paleto Score would remain the same, an FIB orchestrated heist to fund the virus theft. However, after the virus theft Mike would be through with being a pawn of Dave and Steve. -The Beureau Raid would be orchestrated by Mike (and possibly Dave) to destroy any evidence Dave has on him, as well as recover incriminating evidence that is being collected on Steve as blackmail. Also could involve stealing what remains of the Paleto Bay score -The Big Score remains the same.Simply by changing it so that you're robbing the FIB for yourself instead of Steve would have helped the plot a lot I think. They're basically criminals outfitted in a shiney badge to cover all of their antics, problems and crimes for their own reasons. Why do people want it to be always focused on the same stuff? We literally had the same storyplot in almost every GTA just with a different theme and a different way to tell it. Just because the name of the game is GTA it doesn't mean it always has to focus on the same stuff in every entry of the series, afterall we're still criminals and we're still breaking the law. SmoothGetaway
I liked the FIB stuff I just wish it was more on par with ULPC in terms of how much story it took up. I think the trio were being used for wet work because they were a sure thing as not IAA agents or snitches. They were criminals, plain and simple, so they definitely were low risk and gave Haines and Norton pure deniability. However, buying a CargoBob made zero sense because we can steal one. Basically Paleto and Blitz Play should have paid more. Edited January 24, 2014 by SmoothGetaway

HOW'S ANNIE?
To anyone whining, about us whining, about the story. It's not just that the entire FIB and IAA plot was boring storywise, it's the fact it took up the majority of a game we promised was about heists. And then they take this "heist" theme (if you even want to call the final product that) and make four of the six we get either almost, and even sometimes unrewarding (which is a massive pain in the ass considering the only other missions you get paid for are Franklin's assassination missions)

ChrisMathers3501
I actually liked the FIB/IAA war. Am I alone here? They're pretty much just two different sets of the biggest gang in America - the federal government. And the game being all about the money - I mean, just look at the V logo - explains the emphasis on the heist missions. It's simple, really. The two agencies are engaged in a tug of war over funding. Michael works for Dave, Dave works for Steve, and as Sergeant Martinez would say "That makes you my bitch's bitch. Figure that out." The IAA is the top-secret international spy agency that applies its tradecraft in an intelligent manner, using outsiders like Niko Bellic to do their dirty work. Their guys are faceless, nameless spooks who operate in total secrecy and can hide in plain sight. "A pudgy middle aged guy with glasses? This is a paper company. There's a hundred guys just like me working here." And the FIB is the agency that handles domestic investigation and can dig up dirt on just about any American citizen, using whatever leverage they have. It's not that they "hired" a fat old retired criminal, a gangbanger and a meth-smoking psycho because they're incompetent - it's just that the fact that Niko was a foreigner would be more apt to place him under the IAA's microscope than the FIB's. So yeah, the two agencies pretty much have this little pissing contest with each other, each side trying to f*ck the other side over in the name of taxpayer money, all the while doing their jobs as normal in order to keep up appearances. So the combination of being corrupt, while at the same time legitimately investigating each other for corruption in order to get the upper hand, is what led to the big three-way confrontation. Andreas and Haines were having a standoff with Michael and Dave when ULP and an IAA team showed up and covered them, then an FIB tactical team showed up and flagged them, the inevitable shootout happened, Merryweather flew face-first into it (probably called in by Devin), and then Trevor showed up to save the day. Then at the end, Franklin was given a choice: kill one of his friends or help them go on a massacre of their enemies. And in the midst of that, both Haines and Weston were zipped, so, problem solved. For now. Of course, that Don Percival guy is still around, the Triads aren't likely to stop just because their boss was taken down, Norton didn't seem like such a bad guy, but, who knows, and Stretch might have been a traitorous asshole, but he WAS managing a truce between the Families and the Ballas. So tying up these loose ends might have created more loose ends of their own, but, well, there IS DLC on the horizon, so I'm not about to speculate any further. You have a good point, it does not have to focus on the same stuff. But it's the same stuff that made GTA popular and sometimes if something aint broke, you don't fix it. The main problem here though, for many, including myself, was that it was that the whole corrupt law enforcement section of the story was just not done properly. Yes it was something new and fresh, but new and fresh does not always equate to being good. Sometimes it equates to new and fresh bullsh*t = V's federal agent side of the story. I actually liked the FIB/IAA war. Am I alone here? They're pretty much just two different sets of the biggest gang in America - the federal government. Nice try at trying to sell this particular section of GTA V's story, but many GTA fans, (myself included). Thanks for telling us what we already know. We all know what it's about bro, but we still think it was a weak, uninteresting and eventually a big bore of a story. Most people don't wanna play GTA to see a story about the government and law enforcement - the main impetus for the huge popularity in GTA's storytelling and plot lines are the fact that it has generally revolved around organized crime and gangs. Not too many people are gonna give a f*ck about a story centered around higher law enforcement and government agency affairs in a game that is traditionally centered on organized crime and gangs - and that is exactly what happened with V. Most people are complaining about V's story say that they did not get enough of gangs, drug cartels, mafia, mob etc - not too many people care about that "government are the real criminals" bullsh*t. We all know the government can be shady, but that's not what most of us play GTA to see. And on top of that, the game's main theme was supposed to be about heists and "the pursuit of the almighty dollar" - not doing big jobs for the feds. Even if the missions for the feds involved some gaining of money, it was not much and certain not in tandem with the main theme of pursuing big dollars. Sometimes ideas might new and fresh, but they may get things wrong. I would safely say that Rockstar got a large part of the story wrong in the way the theme was expressed, the way script was written and the characters for that part of it. So yeah, the two agencies pretty much have this little pissing contest with each other, each side trying to f*ck the other side over in the name of taxpayer money, all the while doing their jobs as normal in order to keep up appearances. That was the worst part of this section of the story. Just look at what you have written. It just sounds so boring to even utter the words reading out the plot. Michael, teaching young Franklin and keeping manic Trevor at bay, is victimized by his own pursuits, and with them years of baggage that render his borrowed time as owed time. He and his 'friends' are useful but ultimately expendable assets to the government, whose own pursuits are as senseless as they are ravenous and crippling to those without the big sticks. ChrisMathers3501
Hey, I didn't mean to start a whole thing, but I couldn't have said it better myself. Believe me, I AM one of the people Offical General mentioned who complained that we didn't see enough of the gangs or the cartels. And as far as the Mafia? Aside from killing Rocco and some property developer, and rescuing some snitch's daughter we didn't see sh*t. We ran into the Ballas a grand total of FIVE times in 69 levels. And I don't remember working with, for, or against any cartels outside of my dealings with Madrazo (although that shoot-down-the-plane-and-follow-it mission was the sh*t) and faceless friend Oscar. I heard about this "Marabunta Grande" gang but I don't recall meeting them once. Of course, that wasn't REAL complaining. I mean, I knew there was going to be DLC. So as with every Rockstar game I enjoyed it for what it was. And what it was was an epic experience. Three guys against the world (or at least the biggest gang in it), pulling off heists all in the name of the almighty dollar. You get a real sense of that hunger whenever they bring up The Big One. Sure the enemy in this game wasn't the traditional mob kingpin archetype we're all used to, but to quote a badass from yesteryear who tragically went to waste, "There's always a man, dude. He just wears a different uniform." So I didn't think it was boring at all - especially not when Merryweather was concerned.

And no, that is not a poke at you, whom I do not know nor would I assume to be low in status, but in this context, every badge-less John Everyman with a mortgage and set of standards that can be violated and meritless with a pull of a string by one of said higher-ups. Money is evil. I like that as an ironic moral to a bombastic story that takes place in the anal bleaching capital of the world. Nice read.... Sorry, no matter how you explain it, I just found that part of GTA V very uninteresting. I can't see it any other way, as far as i'm concerned, that FIB/IAA/Merryweather stuff was just a big bore. And no matter what you say, I just was not feeling the pursuit of the almighty dollar theme in this game the way I felt I should have . You can try to connect the money theme to that government bullsh*t, but I'm still not sold, and Im still not impressed. Don't care how 'deep' or complex it's supposed to be, in my opinion it's kinda rubbish. End of. If that means I don't dont understand the 'deep commentary' in the game, or if my views means I'm stuck in a certain past gaming period, then so be it. mastershake616
I'm not one to trash another's opinions because it typically ends up in a crapshoot of mindless attacks and redundant nitpicks, but since you felt the need to be reductive of another's clear-cut detailing of the plot of the game, allow me to stoop as low as you for just this one moment. I'm not so sure you understand the commentary aspect of the series and how it has progressed since the last 3d-era entry. You're still stuck in a period when games had simpler narratives that took back seats to, at times, the saving grace of otherwise thick-skulled products -- gameplay. And that's fine! I can't object to somebody praising simpler times unless the are, and in this case you very much are, blissfully unaware that they're doing it. You and (apparently) the majority of the GTA community, according to your painful generalizations, have hit the proverbial wall, cognitively. GTA V is hilarious when NOT taken at face value and generally opposes the ever-growing bleakness that has engulfed not only video games in general, but in the minds of the humorless, the GTA series. Perhaps you are not mature enough to see that our nation is a coast-to-coast pissing contest between conservatives and liberals, rich and poor, traditionalists and modernists, countless stone-faced cynics and waves of harmonious optimism, cops and crooks, preying conglomerate high rollers and wannabe Robin Hoods, prosecution and defense, producers and consumers and a plethora of varying degrees of controversial status wars that educe phony moralist ideologies and, in the case of GTA V, sharp-tounged commentary in writing that does away with elitism and indoctrinating mush that the narrow-minded so often buy into like faulty products with shiny coatings. The "pursuit of the almighty dollar" is prevalent in every aspect of this game, including the IAA/FIB jobs. Big Brother is watching you. If you do wrong, you will be caught, and any and all usefulness you have to the catchers will be squeezed out on a 'need-to-know basis', regardless of the means to do so.
